Huaneng Shang'an Power Plant is located in Shang'an Town, Jingxing County, Hebei Province. It was approved by the State Council's official letter of approval in 2006 and was developed by Huaneng World Power Development Company. It was jointly funded and constructed with the Hebei Provincial Government. After the completion of the joint-stock reform in 2016, it is affiliated to Huaneng World Electric Power Co., Ltd., with a total installed capacity of 10,000 kilowatts.
Shang'an Power Plant is equipped with six coal-fired units. The first phase of the project started in March 2019, equipped with two 30,000-kilowatt coal-fired power generating units. The second phase of the project is equipped with two 30,000-kilowatt condensing coal-fired units produced by China Dongfang Electric Group Corporation. Construction started on March 2020 and was put into operation in March 2018. The third phase of the project equipment includes two 10,000-kilowatt supercritical air-cooled coal-fired generating units manufactured by China Dongfang Electric Group Company. The construction started on this year and will be completed and put into operation in the same year.
Shang'an Power Plant is located in the power base of the southern Hebei power grid. It is the largest thermal power plant in the southern Hebei power grid. The third phase of the project was approved by the National Engineering Construction Quality Award Appraisal Committee and won the annual National Silver Award for Excellent Projects.

Huaneng Shijiazhuang Branch was built by Huaneng World Electric Power Development Company and Hebei Provincial Construction Investment Company. It implemented joint-stock reform in 1994, and the power plant has a planned installed capacity of 10,000 kilowatts. While making the company bigger, Huaneng Shang'an Power Plant pays more attention to energy conservation, environmental protection and technological transformation. The newly built units in the third phase fully comply with the national requirements for building energy-saving and environmentally friendly power plants. The effects of energy conservation, water conservation and environmental protection are very obvious: First, for the first time in China, direct air cooling technology is used in units with supercritical parameters of 10,000 kilowatts. Compared with traditional wet-cooling units, the Phase III unit saves 3 kilograms of water for every kilowatt hour of electricity generated, and can save more than 10,000 tons of water every year, providing a new experience for the construction of coal-fired power stations in water-scarce areas in China. The second is to adopt optimized plan bidding. By adopting side coal bunker plan, decentralized deployment of control system and other plans, land and materials are saved and the project cost is reduced. Third, the boiler is planned to adopt low-nitrogen combustion technology and simultaneously install flue gas desulfurization equipment to ensure qualified smoke and dust emissions.
At the same time, they worked hard to upgrade the skills of old units and equipment. Since the year, we have successively carried out dry slag discharge modifications on two boilers in the first phase, and cooperated with the circulating water reverse osmosis project, which can save 10,000 tons of water and 10,000 kilowatt hours of electricity every year. Frequency conversion modifications have been carried out on multiple high-voltage motors, saving electricity every year. Four electrostatic precipitators have been renovated over 10,000 degrees, reducing smoke and dust emissions by 3,000 tons per year. At the end of the year, the desulfurization facilities for the two units of the second phase were completed on schedule and passed the inspection by the Hebei Provincial Environmental Protection Bureau. They can reduce sulfur dioxide emissions by 10,000 tons per year. The obvious achievements in energy conservation, consumption reduction and environmental protection work have continuously improved the competitiveness and sustainable development capabilities of Shang'an Power Plant.
