Officials of Linyi City, Shandong Province announced on March 1 that the Luozhuang Xu Yuyu telecom fraud case was solved, and the main suspect Zheng Moumou (male) , aged 10, from Quanzhou, Fujian), Huang Moumou (male, 20 years old, from Quanzhou, Fujian) and others were arrested and brought to justice.
The news that Xu Yuyu, a female student from Linyi City, Shandong Province, died of cardiac arrest due to a fraudulent phone call to defraud her of Guangyuan tuition fees has recently attracted widespread social attention. Subsequently, the Shandong police set up a special task force and went to various places to investigate based on clues. The case was solved and the two suspects from Quanzhou, Fujian Province involved in the case were arrested and brought to justice.
Just days after Xu Yuyu passed away, Song Zhenning, a sophomore at Shandong University of Technology who was defrauded of yuan by a scammer, from Linshu County, Linyi City, also died of cardiac arrest at home. It is reported that on the same day, in addition to Xu Yuyu, another female college student in Linyi also reported that she had suffered telecom fraud and was defrauded of all her tuition fees. So far, it has been reported that three students in Linyi, Shandong Province were defrauded by telecommunications, and two of them died.
According to news released by Linyi, significant progress has been made in the investigation of Song Zhenning's deception case. Three suspects have been identified, and arrests and related work are in progress.
The reporter learned from the interview that the fraudulent call Xu Yuyu received was a number starting with the number. In Jiangsu, Guangdong, Fujian, Zhejiang, Hunan, Shaanxi and other places, cases involving telecom fraud involving phone numbers and number segments have occurred. , number segment belongs to the virtual operator number segment. Unlike the three physical operators (Telecom, China Unicom, China Mobile), virtual operators do not build communication networks, but rent the networks of physical operators to independently carry out telecommunications services, sell and charge independently. The Ministry of Industry and Information Technology of China issued virtual operator licenses to two batches of private companies at the end of the year and the beginning of the year.
In order to investigate the sales situation of virtual operator number segments, the reporter visited the communication city, technology market and some overpasses with dense mobile people in Jinan City, Shandong Province, and found that in some small shops, you can still buy phones with number segments without real names. , buy and go, plug in and use. Even if a real name is required, the seller usually registers the identity at will, and there is generally no correlation with the actual user.
Some police officers handling the case also reported that due to their inherent advantages such as lax real-name registration and unclear actual location, the number and number ranges are popular among fraud suspects. Scammers can also easily buy personal information online. Who is spreading the information on the Internet, and where is the source of the leak? It is very difficult to trace.
In response to this case of death due to telecom fraud, industry insiders in Shandong's communications industry said that the real-name system for phone cards is only one aspect of preventing telecom fraud. If citizens' information security issues are not completely solved, and the interest chain of selling information for profit is not broken, the real-name system will go further. Perfect, the risk of information trading may be greater, and the information obtained by scammers will be more accurate. To solve the problem of information security, we need to strictly crack down on the reselling of citizens' personal information, raise public awareness of fraud prevention, and implement a real-name system through a multi-pronged approach to fundamentally solve the problem.
Zhang Hu, a lawyer at Beijing Deheng (Jinan) Law Firm, said in an interview with a reporter from China News Service that the criminal methods of making phone calls and the consequences of causing the death of the victim are discretionary actions according to the provisions of judicial interpretations. According to the provisions of Article 266 of the Criminal Law, the maximum penalty can only be a fixed-term imprisonment of not more than three years. In accordance with Article 253-1 of the Criminal Law, penalties for illegal selling, providing or stealing of citizens’ personal information have been increased. It also constitutes the crime of fraud and the crime of illegally obtaining citizens' personal information, and should be punished for several crimes. Units or individuals that illegally provide victims' personal information also constitute the crime of illegally providing citizens' personal information and should be criminally prosecuted.
