According to the "Radio and Television Program Production and Operation Management Regulations", the state implements a licensing system for the establishment of radio and television program production and operation institutions or for engaging in radio and television program production and operation activities. Anyone who establishes a radio and television program production and operation agency or engages in radio and television program production and operation activities must obtain a "Radio and Television Program Production and Operation License"
Central units in Beijing and their directly affiliated agencies apply for a "Radio and Television Program Production and Operation License" , report to the State Administration of Radio, Film and Television for approval of other agencies' applications for a "Radio and Television Program Production and Operation License", submit an application to the local radio and television administrative department, and after review step by step, submit it to the provincial radio and television administrative department for approval.
The approval authority shall make a decision on approval or disapproval within twenty working days from the date of receipt of complete application materials. For those who meet the above application conditions and application materials, a "Radio and Television Program Production and Operation License" shall be issued to the applicant organization. If it is not approved, the reasons for disapproval shall be explained in writing to the applicant organization.
The provincial radio and television administrative department shall report the approval status to the State Administration of Radio, Film and Television for record within one week from the date of making the decision to approve or disapprove.
The "Radio and Television Program Production and Operation License" is uniformly printed by the State Administration of Radio, Film and Television. It is valid for two years.
Enterprises that have been approved to obtain the "Radio and Television Program Production and Operation License" must go to the industrial and commercial administration department to handle registration or business addition procedures with the license.
