Instructions for general trade import of cosmetics
Cosmetics imported for the first time must obtain the hygiene review approval document for imported cosmetics from the Ministry of Health before specific import matters can be handled. The procedures for obtaining the approval are as follows:
When importing cosmetics for the first time, the overseas manufacturer or importing unit shall submit a written application to the Supervision Department of the Ministry of Health.

Support the development of new trade formats and platforms. Support the construction of a comprehensive pilot zone for cross-border e-commerce, establish and improve the customs clearance management system and quality and safety supervision system for cross-border e-commerce, and provide a more relaxed and convenient development environment for mass entrepreneurship and innovation. After gaining experience, gradually expand the comprehensive pilot scope. Accelerate the issuance of guidance to promote the healthy and rapid development of cross-border e-commerce, support enterprises in using cross-border e-commerce to explore international markets, and develop and expand cross-border e-commerce import business in accordance with the principles of fair competition. Relying on the advantages of the port, we will build platforms and carriers such as special customs supervision areas, border economic cooperation zones, cross-border economic cooperation zones, and modern logistics parks to create a port economic growth pole that integrates comprehensive processing, trade circulation, modern logistics, and cultural tourism. Promote logistics cooperation and joint development between inland and coastal ports, develop international logistics, and build a modern logistics system integrating warehousing, transportation, and processing. In line with national industrial policies, additional import ports for complete vehicles and pharmaceuticals will be added. Support the construction of designated inspection and quarantine ports at ports where conditions permit. Improve duty-free shop policies, optimize the spatial layout of port duty-free shops, and promote the healthy development of duty-free business. Regulate mutual trade between border residents, support the development of characteristic and advantageous industries in border areas, and promote mutual promotion and interaction between border trade and industry.
