Buying a purifier is not a happy one
A few years ago, Shanghai No. 2 Experimental School came forward through the parent committee, and parents jointly decided whether to install air conditioners in the classrooms. Through the voting of the parent committee and the formulation of regulations, the installation of air conditioners has become a thing that all classes have imitated, and has won unanimous praise from students and parents.
But when the object becomes an air purifier, the result is not so happy.
The same family committee voted, formulated bylaws and raised funds to purchase, but the few pilot classes that took the lead did not feel that the air became fresher. As a result, most classes in the school did not follow the trend and buy air purifiers.
The principal of the school told reporters that smog mostly occurs in autumn and winter, and this is also a time when infectious diseases are prone to occur. The use of air purifiers requires a relatively closed environment, but a class of thirty or forty children cannot remain closed without ventilation.
Some schools in Beijing have conducted tests in classrooms. If a purifier is turned on in a classroom with closed doors and windows, the air quality has dropped. However, the carbon dioxide concentration in the room has exceeded the standard. This kind of air is also not good for the health of students.
It is difficult to balance the needs of children in schools
Parents said that since the beginning of winter, many friends around them have been most concerned about the smog index, and all kinds of jokes have been flying in their circle of friends. Some friends whose children are in kindergarten keep their children at home whenever they see bad weather outside, using this method to combat the haze. But for school-age children, unless there is a notice of school closure, they still have to go to school.
During the visit, the reporter found that the current installation of purifiers is in a situation where children have needs, parents have appeals, schools are difficult to balance, relevant departments are studying, and the country has no standards.
As far as schools are concerned, safety, cost, and health are the three most concerning issues. To put it more specifically, it is the safety of the purifier itself and the power socket, the electrical load of the entire school, and secondly, who pays for the purifier and how, and who is responsible for the subsequent maintenance. In addition, there is still no authoritative statement on whether installing air purifiers is really beneficial to students' health.
Parents believe that a school smog fund can be set up, and some schools can be selected as pilot projects in the short term to form a replicable plan before promotion can be considered.
The fees can come from sewage charges
Where do the fees come from? From the perspective of parents, the school smog fund can come from sewage charges.
Shanghai has currently launched volatile organic compound sewage charges (). The charging standard for the first stage starting from year month day is RMB/kg. The charging standard for the second stage starting from year month day is RMB/kg. The charging standard for the third stage starting from year month day is RMB/kg. The use of sewage discharge fees is divided into revenue and expenditure. All sewage discharge fees collected are turned over to the state treasury and included in the general public budget management, and will be used for the city's environmental pollution prevention and control related work.
It makes perfect sense to cut off a piece of this fee and use it for the school smog fund, and instead of dividing the cake among the existing finances, let the polluters pay for air purification. parents said.
