The content to be filled in includes company registration information, senior management qualifications, financial status, etc. The "Notice" requires that the commerce authorities in the pilot areas establish a major event reporting system, and commercial factoring companies within the jurisdiction shall log in to the commercial factoring business information system of the Ministry of Commerce and report to the commerce authorities within one working day after the relevant events occur. Major events include changes in major shareholders whose shareholding ratio exceeds, and major related transactions in which a single amount exceeds net assets, etc. The "Notice" points out that the Ministry of Commerce and the commerce authorities in the pilot areas will conduct supervision and inspection of commercial factoring companies in a timely manner, establish an annual review system for commercial factoring companies, and order companies that violate the regulatory system or fail to meet regulatory requirements to make rectifications within a time limit. Companies that fail to make corrections within the time limit and companies that violate serious violations will be notified to the relevant departments in a timely manner. If the annual review is not approved, companies that violate the law will be reported to the relevant departments and punished in accordance with the law.
