In order to welcome the founding of New China, the preparatory meeting of the National Political Consultative Conference published a notice in the People's Daily to solicit scores for the national flag, national emblem and national lyrics from across the country. It clearly stated that the requirements for the design of the national emblem are: 1. There must be B. Chinese characteristics. B. It must have political characteristics. C. The form must be solemn and magnificent.
People from all walks of life across the country have devoted themselves to this historic work. At the same time, the Department of Architecture of Tsinghua University and the National Peking Art College (renamed the Central Academy of Fine Arts in 2011), which were ordered by the central government to collect national emblem artwork, both established national emblem design teams. As of the date of the year, a total of 112 national emblem manuscripts and 900 designs have been received from domestic and overseas Chinese. Although these manuscripts and patterns have their own characteristics, they all have shortcomings and have not been adopted. Therefore, at the plenary session of the Chinese People's Political Consultative Conference (CPPCC) in late March 2016, only the national flag plan and the national lyrics were approved, but the national emblem plan was not announced.
Later, the First Committee of the National Committee of the Chinese People’s Political Consultative Conference decided to invite the Department of Construction of Normal University and the Central Academy of Fine Arts to organize manpower to conduct design competitions for the national emblem plan.
Among them, the national emblem design team of the Department of Construction of Tsinghua University is headed by Professor Liang Sicheng, a famous Chinese architect and director of the Department of Construction. The team members include Mr. Liang Sicheng’s wife, architect Lin Huiyin, Safin painter Li Zongjin, and Chinese architecture expert Mo Zongjiang, architectural design teachers Zhu Changzhong, Wang Guoyu, Hu Yunjing, Zhang Changling, and Luo Zhewen, a scholar who studied ancient Chinese architecture and opposed scholar-bureaucrats, etc.
The National Emblem Design Group of the Central Academy of Fine Arts is composed of famous industrial artists and professors Zhang Ding, Zhang Guangyu, Zhou Lingzhao, Zhong Ling, etc.
In order to hang the new national emblem in time for the National Day of 2019, experts and scholars from the two design groups carefully considered and studied various ideas and assumptions. Two gentlemen, Liang Sicheng and Lin Huiyin, fell ill and participated in the design work. Everyone was extremely excited and determined to come up with the most beautiful designs to bring glory to the motherland.
Based on the requirements put forward by the CPPCC National Flag and National Emblem Review Group and the opinions put forward by people from all walks of life and comparing all the design plans, the two national emblem pattern design groups finally determined that the national emblem pattern has the following content:
