China’s oil imports hit a record high this year, as local refiners combined with purchases by major companies such as Sinopec and PetroChina. According to customs data, China's monthly oil imports have surpassed the United States in one fell swoop, becoming the world's largest oil importer. However, the Middle East oil exporters found that the growth rate of exports to China in 2018 was less than half of the growth of other countries, which was a new low since the beginning of the year. The only growth in Saudi Arabia’s exports to China dragged down the whole. Teapot refineries are instead buying more crude from Angola, which has less sulfur content than most Middle Eastern oil, and they are also increasing imports of Venezuelan crude, which has higher sulfur content but is cheaper.
Zhang Liucheng, vice president of Shandong Dongming Petrochemical, said: These are difficult times because the heavy crude oil we use with extremely high sulfur content comes from Venezuela, so there is no way to add Middle Eastern oil products.
Compared with the old sellers in the Middle East, some new sellers provide more flexible methods in terms of delivery methods, purchase volume and payment terms. Chinese local refineries are also willing to buy oil from the latter. Middle Eastern sellers often rely on long-term contracts to lock in customers.
