1. What is embassy authentication, consulate authentication, and certificate of origin? Embassy authentication refers to a country’s diplomatic agencies and their authorized agencies confirming on foreign-related documents that the seal of the country’s notary office or some special agency or the signature of the person in charge of the agency is authentic. An authenticated certificate is legally binding and can be recognized by the relevant authorities for which the document is to be used. Embassy certification mainly includes civil certification and commercial certification. Civil certification, such as birth and income certificate and other commercial certification, such as certificate of origin, bill of lading, insurance policy, etc.
In recent years, my country's exports to Latin America, Africa, the Middle East and other countries and regions have increased year by year. In particular, light industrial products have obvious advantages. These countries and regions have become emerging markets for my country's foreign exports. In order to protect their own markets, these countries have formulated strict trade protection policies. Many of them require that documents for export commodities must be certified by the embassy of the importing country in my country before customs clearance procedures can be completed. At present, the main countries that require embassy authentication include Argentina, Egypt, Saudi Arabia, Iran, the United Arab Emirates, Turkey, etc. However, in addition to the Middle East, South America, Africa and other regions, some European and American countries are also joining this ranks.
2. Requirements for embassy authentication
1. Pay attention to stamping the correct seal.
Various commercial documents that require certification should be stamped with the seals of entry-exit inspection and quarantine bureaus at all levels or local councils for the promotion of trade, or obtain corresponding impartiality certificates or certificates.
2. Pay attention to the time required for embassy authentication.
Different countries have different regulations on the time for embassy authentication. The Embassy of Argentina stipulates that the time for embassy certification is days, and that of Saudi Arabia is days. Please see the attached table for details. At the same time, since the embassies of various countries are often closed during national holidays and national holidays, companies must pay attention to the time limits of each embassy when applying for embassy certification, and apply as early as possible to facilitate smooth customs clearance and foreign exchange settlement.
3. Note that some countries require the certification of some trade documents to be processed at the same time.
Countries such as the United Arab Emirates, Kuwait, Iran, Jordan, and Syria require certification together with the certificate of origin. In addition, countries such as the United Arab Emirates, Saudi Arabia, and Jordan also require that meat products exported to the country must be certified with breed documents, certificates of origin, inspection and quarantine certificates, and slaughter certificates. The UAE also requires that when exporting broiler chickens, the inspection and quarantine certificate must be marked as virus-free, harmless and influenza-free. Kuwait also requires that it must be certified together with the certificate of origin and the white certificate of origin. The white certificate of origin is a certificate of origin in Arabic. 4. Note that some countries require additional documents or documents.
Argentina requires that goods re-exported to Argentina from other countries or regions must have two certificates of origin certified at the same time. Libya requires that the original certificate of origin must be attached when separately certified, and an additional handling fee of one thousandth of the amount, and a copy of the certificate of origin, etc. will be charged. 5. Pay attention to the cost of embassy certification.
Almost all countries charge a certain fee for embassy authentication, and some charges are higher. Therefore, enterprises must consider certification fees when conducting export trade to these countries, especially for trade with small transaction amounts. At the same time, please note that some countries charge by batch, and some countries charge by a certain percentage based on the amount.
6. Pay attention to the language requirements of the embassy certification.
If you apply for embassy authentication in Libya and Kuwait, you must attach relevant documents in Arabic. Applications for embassies in Venezuela, Colombia, Uruguay, and Bolivia must be accompanied by a Spanish translation, etc.
