Measures for the Management of Qualifications for Soil and Water Conservation Plan Preparation (Trial)
Chapter 1 General Principles
The purpose and basis of the first item is to strengthen the management of qualifications for the preparation of water and soil conservation plans for production and construction projects and ensure the quality of water and soil conservation plans. These Measures are formulated in accordance with the provisions of the Soil and Water Conservation Law and other laws and regulations and the Ministry of Water Resources' "Notice on Transferring the Soil and Water Conservation Program Preparation Qualifications to the Management of the Chinese Soil and Water Conservation Society".
Article 2 Units qualified to prepare soil and water conservation plans shall apply to join the Chinese Soil and Water Conservation Society. Units that become group members of the society shall obtain the "Qualification Certificate for Soil and Water Conservation Plan Preparation" (hereinafter referred to as the qualification certificate) in accordance with these measures and Engage in the preparation of soil and water conservation plans within the scope specified by the qualification certificate level.
Article 3 Qualification Level and Business Scope Qualification certificates are divided into three levels: A, B, and C. Units holding a Class A qualification certificate can undertake the preparation of water and soil conservation plans for production and construction projects at all levels. Units holding a Class B qualification certificate can undertake the preparation of water and soil conservation plans for production and construction projects at or below the provincial level in the provincial administrative region where they are located. Units holding Grade C qualification certificates for preparation work can undertake the preparation of soil and water conservation plans for production and construction projects at or below the provincial administrative district, municipal level or below.
Article 4 The management body, China Soil and Water Conservation Society, is responsible for the management of qualification certificates. Certificate management documents such as the issuance, downgrade and revocation of qualification certificates shall be signed by the Chairman of the Chinese Society of Soil and Water Conservation.
Article 5 Management Principles Qualification certificates shall be subject to dynamic management and total quantity control. The Chinese Society of Soil and Water Conservation determines the total control amount of certificate-holding units in different periods based on the needs of the soil and water conservation plan preparation business, and issues qualification certificates to the application units that meet the conditions stipulated in these Measures.
Article 6: Opinion solicitation The opinions of the relevant water administrative departments shall be solicited on the issuance, renewal, punishment, etc. of the qualification certificate.
