Measures for the Management of Qualifications for the Preparation of Soil and Water Conservation Plans (Trial)
The first item and basis are to strengthen the management of qualifications for the preparation of water and soil conservation plans for production and construction projects and ensure the quality of water and soil conservation plans in accordance with the provisions of laws and regulations such as the Soil and Water Conservation Law and the Ministry of Water Resources' "On Notice on Transferring the Soil and Water Conservation Plan Preparation Qualifications to the Management of the Chinese Society of Soil and Water Conservation" (No. Soil and Water Conservation []) formulates these measures.
Article 2 Unit Qualification Units engaged in the preparation of soil and water conservation plans should apply to join the Chinese Soil and Water Conservation Society and become a group member unit of the society; obtain the "Qualification Certificate for Soil and Water Conservation Plan Preparation" (hereinafter referred to as the qualification certificate) in accordance with these measures; and Engage in the preparation of soil and water conservation plans within the scope specified by the qualification certificate level.
Article 3 Personal Qualifications Personnel engaged in the preparation of soil and water conservation plans must have a technical secondary school degree or above to participate in professional technical training organized by the qualification management unit and obtain the "Induction Certificate for Soil and Water Conservation Plan Preparers" (hereinafter referred to as the "induction certificate") While working, participate in knowledge update training at least once every three years.
Article 4 Qualification levels and business scope qualification certificates are divided into three levels: A, B, and C. Units holding a Class A qualification certificate can undertake the preparation of soil and water conservation plans for production and construction projects at all levels; units holding a Class B qualification certificate can undertake the preparation of water and soil conservation plans for production and construction projects at or below the provincial level in the provincial administrative region where they are located. Work; Units holding Grade C qualification certificates can undertake the preparation of soil and water conservation plans for production and construction projects at or below the provincial administrative district, municipal level and below.
Article 5 The management body, China Soil and Water Conservation Society, is responsible for the management of qualification certificates. Certificate management documents such as the issuance, downgrade and revocation of qualification certificates shall be signed by the Chairman of the Chinese Society of Soil and Water Conservation.
The Prevention and Supervision Professional Committee of the Chinese Soil and Water Conservation Society is specifically responsible for the application acceptance, review, issuance, extension, change and other management work of the qualification certificate; the provincial Soil and Water Conservation Society is entrusted by the Chinese Soil and Water Conservation Society to undertake the preliminary review and review of Class A qualification certificates. Specific management work such as application acceptance, review of extensions and changes, daily inspections of Class B and C qualification certificates. For provinces (autonomous regions, municipalities directly under the Central Government) that do not have a provincial Soil and Water Conservation Society, the specific management of Class B and C qualification certificates shall be undertaken by the Prevention and Supervision Professional Committee of the Chinese Soil and Water Conservation Society.
Article 6 Management Principles Qualification certificates shall be subject to dynamic management total control. The Chinese Society of Soil and Water Conservation determines the total control amount of certificate-holding units in different periods based on the needs of the soil and water conservation plan preparation business and issues qualification certificates to the application units that meet the conditions stipulated in these measures on a selective basis.
Article 7 The opinions of the relevant water administrative departments shall be solicited for the issuance, renewal and punishment of qualification certificates.
