Enterprises that have obtained construction enterprise qualifications according to the original standards should renew and issue a new version of the construction enterprise qualification certificate in accordance with relevant requirements before the date of the year.
If the main personnel, technical equipment and assets of the enterprise meet the requirements of relevant standards, the qualification licensing authority will issue a new version of the construction industry enterprise qualification certificate, which will be valid for one year. Starting from the day of the year, the old version of the construction industry enterprise qualification certificate will automatically become invalid. If the technical equipment of the main personnel of the enterprise's assets does not meet the requirements of the "Standards", the corresponding qualification renewal will not be approved. The enterprise can propose a renewal of the same category of qualifications that is lower than the original qualification level within one month after the renewal results are announced. If you have not submitted an application for more than three months, you will apply from the lowest level of qualifications.
The implementation opinions also point out that enterprises should submit all applications for qualification renewal of construction industry enterprises at one time in accordance with the licensing procedures of the "Regulations" and submit corresponding materials as required. Enterprises can only choose up to three categories of professional contracting qualifications to renew certificates. For other professional contracting qualifications exceeding three categories, they must apply according to the requirements for additional qualifications. Enterprises that have obtained construction enterprise qualifications according to the original standards and apply for qualification upgrades including the addition of first-level to special-level qualifications should apply for qualification renewal at the same time for all existing construction enterprise qualifications.
During the transition period, enterprises that have obtained construction enterprise qualifications according to the original standards will, in principle, undertake projects according to the contracting scope of the relevant qualification categories and levels.
In addition, the implementation opinions propose that after the new regulations are implemented, the housing and urban-rural development authorities at all levels and other relevant departments should establish credit files for construction enterprises engaged in construction activities, formulate dynamic supervision methods, and implement differentiated implementation according to the integrity of the enterprises. management, and actively use information technology to supervise and manage construction industry enterprises.
For enterprises that have violated laws and regulations, the competent housing and urban-rural development authorities at or above the county level where the violations occurred shall investigate and deal with them in accordance with the law, notify the qualification licensing authority of the punishment results or handling suggestions for the violations, and report them to the Ministry of Housing and Urban-Rural Development step by step. The penalty results will be recorded in the credit files of construction industry enterprises and announced on the national construction market supervision and integrity platform.
